Hung Cheung, MD, MPH
Founder & President
As one of the nation’s foremost experts in his field, Dr. Cheung has led hundreds of environmental and toxicological investigations, protecting thousands of occupants and saving organizations millions of dollars. He has multiple advisory roles, including serving on the Advisory Panel for the Johns Hopkins Bloomberg School of Hygiene and Public Health/Department of Environmental Health Sciences and Board of Directors for Healthy Housing Solutions, Inc. He also is the acting Course and Rotation Director for the Occupational and Environmental Medicine Residency Program at the University of Pennsylvania Perelman School of Medicine.
A former Maryland State Medical Director, he is a faculty member at the University of Pennsylvania, Perelman School of Medicine. As a Fellow of the American College and Environmental Medicine, he is nationally recognized as an expert in Respiratory Environmental Medicine, Plant and Indoor Environmental Quality, Risk Communication and Medical Advisory Services. Dr. Cheung received his MD from the University of Maryland, his MPH from Johns Hopkins, and is board certified in both Internal Medicine and Preventive Medicine.
Paul Rockswold, MD, MPH
Dr. Rockswold is a recognized expert in public health, epidemiology and statistics. He recently analyzed race-related differences in reporting on four common cancers within the Department of Defense’s worldwide distribution of 9.6 million people. He has extensive experience in investigation of outbreaks and diseases, medical research, survey design, and acute and chronic injuries.
Dr. Rockswold is a recognized Fellow of the American Academy of Family Physicians. He is honored with multiple senior military awards and received the “William Kane Rising Star Award” from the American College of Preventive Medicine. Some of his published studies address cancer registry findings, population disease burdens, clinical performance measures, and health disparities.
Thomas Taylor, MD, MPH
Dr. Taylor brings nearly three decades of experience in primary care, obstetrics and gynecology, and occupational and environmental medicine, as well as public health and environmental medicine research and analysis. He has served as a clinical instructor to medical students and residents at multiple medical schools and hospitals, and also has worked with community health centers and nonprofits to deliver quality healthcare to underserved populations.
Dr. Taylor received his MD from the East Carolina University Medical School, his MBA from the Scott Cole School of Business at Kennesaw University and an MS from North Carolina A&T University. Dr. Taylor also completed a preventive medicine fellowship in Occupational and Environmental Medicine Residency at the University of Pennsylvania Perelman School of Medicine.
Allan Burt, MBA, LEED AP BD+C
Mr. Burt has more than 45 years experience in building systems, including consulting on indoor environmental and air quality issues, mold remediation and moisture intrusion. He regularly performs environmental incident management service and environmental insurance claims evaluation and analysis, and has been involved in environmental advocacy for large public institutions.
In addition, Mr. Burt is a trained commercial arbitrator and mediator and regularly provides consulting services nationwide, and is a recognized Qualified Expert Witness in the United States Eastern District Court for Virginia and other jurisdictions.

Cogency partners with Paul Davis Restoration to provide full-service COVID-19 cleaning and disinfection, with technicians who are trained and IICRC-certified to respond to biological hazards such as COVID-19. This includes use of techniques that are different from traditional methods, including electrostatic cleaning, fogging with horizontal surface wiping, and fogging with a full wiping, which is industry standard for confirmed cases of COVID-19.
